Public Consultation for the Allocation of Grid Connection Capacity for Electricity Consumption Facilities

On 3 February, the General-Directorate for Energy and Geology (DGEG) launched a public consultation
regarding the allocation of capacity of connection to the Public Service Electricity Grid (RESP) in Zones of High Demand (ZHD).

This procedure follows Order No. 1135/2026, of 2 February, which acknowledges the
entire continental territory covered by the RESP as a ZHD, in response to the exponential increase in connection requests for electricity consumption facilities with a capacity exceeding 20 MVA across mainland Portugal.

This exceptional procedure does not apply to:

▪ Low Voltage (LV) connection requests;
▪ Certain Medium Voltage (MV) and High Voltage (HV) connection requests that fall below the legally established thresholds.

Submission of expressions of interest

Interested parties may submit their expression of interest within a period of 20 business days, i.e., until 3 March 2026.

The submission of an expression of interest requires the provision of a bond in favor of the RESP operator. The amount of the bond depends on the requested capacity and is calculated as follows:

The bond may be provided through:

▪ Bank deposit;
▪ Bank guarantee; or
▪ Insurance bond.

Each expression of interest shall correspond to a single Consumption Facility, and each Consumption Facility shall correspond to a
single Interested Party.

Where an Interested Party intends to request capacity for more than one Consumption Facility, it shall submit separate expressions of interest for each Facility.

Allocation of grid connection capacity

The allocation of capacity will be formalized through the issuance of a grid connection capacity title for the Consumption Facility, to be issued by the relevant grid operator.

The grid connection capacity title issued under this procedure is non-transferable, except in the cases provided for in Article 14(2) of Decree-Law No. 80/2023, as currently in force.
